The photograph arrives fourteen years too late.

Jonah Sutter's sister Mara died in the Bellwether flood—or so the county record has always claimed. Then an envelope appears at his office containing a photograph that should not exist: Mara alive outside the county emergency annex at 2:43 a.m., nearly an hour after the official timeline says she was already dead.

Jonah has spent fourteen years blaming himself for sending her toward a road the county said was still open. Now the photograph, a disputed route slip, and a damaged label from a missing intake box suggest the report did more than get the facts wrong. Someone erased an hour from Mara's final night.

With former reporter Rina Sells, Jonah follows the missing records back to Bellwether. But the deeper they dig, the less the past behaves like something finished. Clocks stop at 2:43. Roads lead where they should not. Lost documents return in impossible places. And the abandoned annex seems determined to reclaim whatever was buried inside its files.
