Funding for China's scientific and technical research was controlled by the government but during the 1990s this changed as the country moved toward a more open economy. Research institutes were allowed to self-manage and earned more income from non-government sources. The government, however, had to decide how to allocate the available public funding among the institutes still within its jurisdiction.
