Nach Dodd (1998) umfasst der Terminus Interkulturelle Kommunikation „(…) the influence of cultural variability and diversity on interpersonally oriented communication outcomes. Differences in communication and social style, world view, customs, expectations, rules, roles, and myths illustrate a few of the elements that explain how culture shapes the communication process.” (S. 4, Hervorh. nicht im Original). Einen Begriff von Interkultureller Kommunikation zu haben setzt (so auch in obiger Definition) ein Verständnis davon voraus, was jeweils unter Kultur zu verstehen ist. Die begriffliche Festsetzung von „Kultur“ ist jedoch nicht unproblematisch, weil hier die Möglichkeit der politischen Instrumentalisierung besteht (siehe hierzu Waldow 2002). Im diskursiv akzeptierten Kulturbegriff liegt immer schon eine Quasilegitimation für die Etikettierung von „Fremder Kultur“ mitsamt den daraus abgeleiteten Rechten für die Zugehörigen (bspw. Hoheitsansprüche) bzw. Pflichten (bspw. Integrationsgebot) für die Nicht-Zugehörigen und somit Potential für rassistische Argumentationen. Sind Angehörige einer Gruppe (häufig Minoritäten) erst einmal als „fremde Kultur“ deklariert, erscheinen Ausgrenzungsproblematiken zwangsläufig als „selbstverständlich“ und als „in der Sache liegend“.
