In ihrer Doktorarbeit beschreibt Luxemburg die Industrialisierung Russisch-Polens seit 1820. Sie konstatiert die vollständige Integration der polnischen Wirtschaft in die Gesamtökonomie des Zarenreichs und die damit einhergehende Abhängigkeit. Ihr Doktorvater, Professor Julius Wolf lobt: 'Sie erschließt ihr Thema, ohne je weitläufig zu werden, und legt Zeugnis ab ebenso von theoretischer Begabung wie von praktischem Blick.' 1898 erfolgt ein weiterer Qualitätsbeweis: Der renommierte Leipziger Verlag Duncker & Humblot publiziert 'Die industrielle Entwicklung Polens' als Buch.
